More… The Customer Assistance Program (CAP) will become effective July 1, 2015 and assists eligible low-income households with their water utility costs by receiving a deduction of $4 on their bimonthly statement. To enroll in CAP you may print the application and fill out and drop off at the Customer Service Counter in the office or submit online with a copy of a Southern California Edison or SoCalGas utility statement demonstrating participation in the CARE program. Only residential customers are eligible for participation. 1. The CVWD Customer of record must match the customer name on the SCE or SoCalGas statement. 2. CAP customers may be required to recertify eligibility at any time requested. 3. Participants must notify CVWD within 30 days if they no longer qualify. 4.
