In February, 2019, SB 998 went into effect. Known as the Water Shutoff Protection Act, this law requires residential accounts to be 60 days delinquent before water utilities can discontinue water service for nonpayment. In compliance with SB 998, CVWD adopted Policy 1.10: Discontinuation of Residential Water Service for Nonpayment. In 2025, CVWD discontinued water service for 2,426 accounts that were 60 days delinquent or more.
