Biography
Eduardo Espinoza is the Assistant General Manager for the Cucamonga Valley Water District. Mr. Espinoza joined CVWD in 2011. His major responsibilities include developing strategic relationships to advance the District’s regional agenda and ensure service objectives are met and executing the District’s water supply planning goals. He oversees the District’s Engineering Services Department which is responsible for Capital Improvement Projects; water, sewer, and recycled water master plans; GIS databases and asset management systems; developer projects; water resource management and water rights affairs. Mr. Espinoza also oversees the Government & Public Affairs Department which is responsible for developing the District’s legislative priorities, developing relationships to advocate for the District’s legislative best interests, and coordinating community outreach activities and programs.
Mr. Espinoza is a California licensed civil engineer with 19 years of experience in the water industry in both private and public sectors. He has a Bachelor of Science degree in Civil Engineering from the University of California, Berkeley.
